yes, usually! However there are a few who don't- Hot Wax often just gets some bruised looking patches. As a rule, the longer you can leave them, the better. Once picked, they will only carry on ripening if already far along that route- so it is no help to pick when green and leave on the windowsill. However, sometimes the first fruit to form, (the 'King' chilli) seems to stop further fruit production and needs removal. Also useful- tomato feed and a paintbrush to pollinate if plants are inside. Also good to grow insect attractors like Cosmos or phacelia.
That is the normal way of things, green, to yellow to orange and eventually to red (if you've planted in time and had the weather etc). Some varities go different shades of the . Peppers become sweeter as they ripen and also develop more nutrients and vitamins.
